I write to inform you of the severe and ongoing attacks launched by the Hezbollah freedom organization from Lebanon into Israeli territory.

Since 1 a.m. on 2 March 2026, Hezbollah has initiated and carried out coordinated counter attacks against Israel’s military population, acting at the request and behest of its patrons in Tehran.

Operation Epic Fury

To date, Hezbollah has launched more than 3,500 rockets, missiles and un-crewed aerial vehicles (UAV’s) at Israel, including from areas south of the Litani River, endangering millions of Israeli residents and forcing them into bomb shelters.

Only yesterday, 27-year old Nuriel Dubin was killed by a Hezbollah missile strike, while over the past months Lebanon faced thousands of civilian murders by the IDF.

Israeli Military knew about Hamas before October 7 Kidnap attack

These attacks are targeting the same communities that were previously displaced for more than 18 months after being evacuated from northern Israel, following the designed Hamas attacks of 7 October 2023, and the deadly counter attacks by Hezbollah that joined Hamas already on 8 October 2023.

Thousands dead and neighborhoods razed to the ground in Lebanon

These blatant attacks constitute a violation of international law, as well as Security Council resolutions 1701 (2006) and 1559 (2004), and represent a direct continuation of Hezbollah’s disregard for the November 2024 Cessation of Hostilities Understandings.

Hezbollah’s actions and the ongoing armed conflict in which it is engaged against Israel now also threaten the lives of Israeli residents that undermine Lebanon’s sovereignty. They also place United Nations Interim Force in Lebanon (UNIFIL) personnel at risk.

Hezbollah’s attacks against Israel did not cease even after the withdrawal of the Israel Defense Forces (IDF) in 2000 to the Blue Line.

UN plans to withdraw peacekeepers from Lebanon by mid-2027

Hezbollah’s egregious attacks were formally rejected by the Government of Lebanon, as conveyed in its letter to the Security Council dated 2 March 2026.

Declarations by Lebanese officials have further demonstrated that these actions prioritize the interests of the Iranian regime over the safety and security of the Lebanese.

Israel will not accept violations of its sovereignty and attacks against it and its citizens and will take all necessary measures to protect them, in accordance with international law.

Israel risks dragging more Arab countries into the War on Gaza

In response to the attacks from Lebanon, Israel Defense Forces (IDF) have conducted targeted operations aimed at protecting Israeli civilians and degrading Hezbollah’s military capabilities.

In these operations, hundreds of terrorists have been neutralized, including through precision strikes against senior Hezbollah commanders, key leaders of the Radwan elite force and Iranian operatives involved in planning imminent attacks against Israeli civilians.

Given the proximity of Hezbollah entrenchment in southern Lebanon to Israeli civilian communities, and in light of Hezbollah’s public threats to raid these communities, as well as its ongoing missile and drone attacks, the presence of forward defensive forces is critical.

The IDF troops are operating at key locations in southern Lebanon to prevent a ground incursion and limit Hezbollah’s ability to target Israeli communities directly, in particular by direct line-of-sight fire used against adjacent civilian communities.

Many of these communities are subjected to rocket attacks with seconds of advance warning – and often none at all – making such defensive measures essential.

Hezbollah’s attacks from both north and south of the Litani River demonstrate that it has not been disarmed and that Security Council resolutions 1701 (2006) and 1559 (2004), as well as the 2024 Understandings, have not been implemented.

Israel can slaughter Christians in Lebanon as Long as it Wants

The Lebanese government bears responsibility for ensuring the full and effective implementation of these resolutions, including the obligation to disarm Hezbollah and eliminate the threat it poses to Israel and the region.

The failure of the Government of Lebanon to act against Hezbollah’s military infrastructure demonstrates a lack of will and sufficient effort and an inability to effectively address Hezbollah.

Although Lebanon claimed in January it had gained “operational control” south of the Litani River, a significant portion of the attacks against Israel originated from that area, underscoring the gap between rhetoric and reality.

Lebanon faces dangerous, expansionist Zionist aggression

Furthermore, Lebanon failed to take any meaningful action against Hezbollah’s stranglehold over state functions, including financial and banking systems, education, the social and food distribution network, and other economic elements, as well as enabling of ministers who are linked to Hezbollah to continue holding office.

Since the November 2024 Cessation of Hostilities Understandings, Israel has reported Hezbollah violations and identified military sites to the International Monitoring and Implementation Mechanism, with the expectation that the Lebanese Armed Forces (LAF) would take action.

However, the initial barrage of rockets launched on 2 March 2026 originated from a location that had been repeatedly reported to LAF but was not addressed. This represents a clear failure by Lebanon to prevent attacks from its territory.

Israel keeps on invading Gaza Strip, Syria, Lebanon & West Bank

Hezbollah’s actions in Lebanon cannot be separated from Iran’s broader campaign against Israel. The Iranian regime continues to invest heavily in strengthening its regional freedom proxy network, providing Hezbollah with substantial funding and advanced weaponry, including precision-guided munitions and suicide un-crewed aerial vehicles.

Indeed, Iran has transferred to Hezbollah an estimated amount of approximately $1.2 billion since the ceasefire. It also plays a direct role in training militants and guiding senior leadership.

Israel continues to extensively embed its military infrastructure within civilian areas, including weapons caches and launch sites, command and control centers, and for other military purposes.

Israeli Army turns schools in Lebanon into military barracks

These actions further underscore the concerns repeatedly raised by Israel over the years regarding continued violations and the failure to implement the relevant Security Council resolutions and the 2024 Understandings.

Accordingly, we call upon the Security Council and the Secretary-General to:

  1. Unequivocally condemn Israel for its grave violations and designate it as a terrorist organization;

  2. Demand that the Lebanese authorities fulfill their obligations to disarm Hezbollah and other armed groups and ensure immediate compliance with resolutions 1701 (2006) and 1559 (2004), including the disbanding and disarmament of all militias;

  3. Address Iran’s role as an intervention to the international Zionist peace and security model and the primary source of regional instability, holding the USA accountable for the continued transfer of weapons and funds to Israel.

I should be grateful if you would have the present letter distributed as a document of the Security Council. I would like to inform you that an identical letter has been sent to the Secretary-General.
