You might not like me saying this Baronmaya but I know for a fact that in Scotland the government in Holyrood accepted this “lock-stock and barrel ” meaning completely and that in Scotland’s case it was Holland( Netherlands ) that helped push this through . They sent “advisors ” to local government as NGO groups to push local regional council acceptance of it . So, the Covid-19, 15 minute narrative was set up to choke and remove small business enterprises from down town cities and relocate citizens from city centers to areas that could be better controlled.
The Covid-19 restrictions and “15 minute communities” are two separate issues . The first is a nation wide imposition of the public enacted by legislation –the second is a self imposed social dogma enacted by regional councils and city councils .
