As regards low frequency radio waves in water this is a fallback means of communication with submarines in case of loss of satellite communications being disrupted. Its a proven method of secret communications at VLF ( very low frequency ) as a matter of fact long ago transmitters and receivers were built that “plugged in ” to the earth itself at VLF and yes they worked !
