In the UK “standard fuel ” now contains 10 % ethanol E10 and has done for years —but—- higher octane is available at a higher price called E5 which contains 5% ethanol which is okay for old vehicles .
So it looks like the USA are being “hard-nosed ” about the situation introducing E15 gas.
At least the UK is honest enough to say using ethanol increases your fuel consumption by 1%.

Another option is good old-fashioned wood gas. Search it.
Wrangler , during WW2 many vehicles ran on coal gas they looked terrible even laughable as the gas was contained in a large balloon on top of the vehicle . This was due to Germany using its submarines torpedoing fuel container ships creating a severe shortage of supply . You had ration coupons with a limited supply for private vehicles . OMG ! I am out of touch 85 % ethanol ! your right on every engineering point ,it made me check up .
The USA/Brazil/France and Finland are introducing this , the USA are using corn/sugarcane as its in good supply . I thought this was all down to a cleaner atmosphere but I found producing ethanol is way cheaper so bigger profits for Big Business ,as Americans say “follow the money “.
